As part of our ongoing commitment to improving our community's infrastructure and maintaining our streets, we are excited to announce the Millville Avenue and Donna Avenue Concrete Repair and Utility Improvements project. Starting in mid-June 2024, significant enhancements will be made to Millville Avenue. Here’s what to expect:

Tree Removal: To facilitate the installation of concrete sidewalks and curbs, some trees have been removed. The City’s Municipal Arborist coordinated with property owners to select replacement trees. Water Main Replacement: We will install approximately 4,540 feet of 12-inch and 1,675 feet of 8-inch ductile iron pipe, replace 52 water services with copper pipe, and install 12 new fire hydrants. Water Main Replacement Limits include:

  • Millville Avenue: Rockford Drive to Wasserman Road/Smalley Boulevard

  • Millville Avenue: Wrenwood Drive to Washington Boulevard

  • Donna Avenue: Millville Avenue to Elizabeth Drive

Lead Water Services Notice: Homes and businesses developed from the 1930s to the 1960s may have lead water services. We have notified property owners with potential lead pipes and provided information on reducing exposure to lead. Water Interruptions: Customers may occasionally experience water service interruptions during the connection of the new water main and water service pipes. Some may face multiple interruptions. General notifications will be sent before the project begins, and residents will receive a personal visit or door hanger 24 hours before each interruption. These interruptions may last 4 to 8 hours for main connections and 30 minutes to 1 hour for service pipe reconnections. Water flowing into the street during testing is a normal part of the process.

Temporary Trench Restoration: The new water main will be installed in a narrow trench in the street, covered by steel plates until permanent restoration. These plates will remain over water main connections for an extended period, which may cause some noise until the trench is fully restored.

Asphalt Trench Restoration: After installing the water main and services, trenches will receive a temporary asphalt finish, which may be slightly uneven. If weather prevents asphalt restoration, a temporary "wearing course" will be applied. The entire street will be fully resurfaced once all work is completed, expected by Summer 2025.

Concrete Curb, Sidewalks, and Driveway Aprons: Starting in Summer 2024 and continuing through Winter 2024, concrete curb, sidewalks and driveway aprons and storm sewer catch basins will be replaced as needed on Millville Avenue and Donna Avenue. If any sidewalks or driveway aprons on your property need replacement, you will be notified and assessed accordingly. During the concrete curing period (approximately 7 days), driveway access will be limited, arranging alternative parking is recommended.

Gas and Water Service Relocations: Additional gas and water service replacements will start in early 2025. This consists of replacing 20 gas and 36 water services from homes to gas and water mains located in the street. Contractors may need to enter private property for connections. The City will prove a “License” document to the property owner, to be signed and returned, permitting the contractor to enter private property to perform the work.

Street Resurfacing: Final street resurfacing will occur in Summer 2025 after utility and concrete work is complete. Milling and resurfacing limits include:

  • Millville Avenue: West City Corporation Line to Railroad Crossing

  • Donna Avenue: Millville Avenue to Elizabeth Drive

Miscellaneous: Various work will be completed throughout the duration of the project:

  • Yard Restoration: If your yard is disturbed due to utility and concrete work, Hamilton Utilities will conduct one grass restoration visit between April 1 and October 31. This involves debris and large rock removal, topsoil infill slightly above grade to allow for settling, and applying grass seed and straw. Property owners are responsible for watering the newly planted grass, following the care instructions provided by Hamilton Utilities. To reduce the risk of unsuccessful grass growth during hot and dry summer months, Hamilton Utilities may delay restoration. Grass seed takes 15-25 days to germinate. Adequate watering after seeding is crucial for successful grass establishment.

  • Street Closures and Lane Restrictions: Expect street closures and lane restrictions; traffic control devices and detours will be posted. We will provide timely updates on any closures. For the latest information on street closures and lane restrictions, visit https://bit.ly/3t8aCA5.

  • Driveway Access: There will be times when property owners are temporarily unable to access their driveways. When possible, the contractor will halt work and place a steel plate to allow the property owners in and out of their driveway.

We understand that construction can be disruptive, and we appreciate your patience. Please be kind to our contractors. Orange cones, flashing lights, and warning signs all indicate a work zone on the road ahead.
